Please Consider Supporting the Harbor Safe House & Advocacy Center
Family Resource Agency’s roots go back to the early 1960s when Reverend Isaac Byrdie and Pleasant Grove Baptist Church in Cleveland saw the need for childcare while mothers worked, launching a small nursery in the church basement. Officially founded in 1972, the agency grew significantly over the years, expanding services and programs.
In 1985, Family Resource Agency began operating the Head Start program in four Southeast Tennessee counties. Shortly after, it launched the Family Violence Program and Harbor Safe House for victims of domestic violence, which now serves multiple counties.
In the '90s and early 2000s, the agency expanded into Northwest Georgia, providing Head Start and Early Head Start services across multiple counties. They later added state-funded Pre-K services in North Georgia and Southeast Tennessee. By 2010, they were also offering Early Head Start in Bradley County, TN.
Most recently, in 2023, Harbor Safe House moved to a new facility, doubling its capacity to serve clients and evolving into Harbor Safe House and Advocacy Center.
Today, Family Resource Agency operates in over 50 locations across 10 counties in Tennessee and Georgia, with a dedicated team of 500 staff members touching thousands of lives each year.
